How we rank, and what the score is not
The score is our opinion, and we show the math so you can disagree with it precisely. Each state starts from four inputs, every one carried in our sourced dataset: whether the state runs its own intrastate operating-authority program (weight 25%), whether it levies a weight-distance tax (weight 30%), its current IFTA special diesel rate (weight 35%), and its single-trip oversize permit base fee (weight 10%). Dollar inputs normalize against the national spread; when a factor does not apply (no IFTA rate, no published permit fee), the score reweights over the rest.
The scores recompute from the data at every site build, so a quarterly IFTA rate change or a corrected fee reorders the list without anyone touching the prose. Sources sit next to each input in the table: hover a marker to see the agency or statute and the date we verified it.

What this ranking ignores, on purpose
Compliance cost is the part of the decision a dataset can settle. It says nothing about where the freight is, what insurers charge in your county, driver wages, tolls, parking, or how far you live from a lane that pays. A state can score high here and still be the wrong base for your business, and the reverse holds too. Treat the score as the red-tape column of a bigger spreadsheet only you can fill in.
Two structural notes. Federal costs (your MC number, USDOT registration, UCR bracket, heavy vehicle use tax) cost the same wherever you base, so they cancel out of any state-vs-state comparison; see UCR fees and Form 2290 for those. And IFTA settles fuel tax by where the miles happen, not where you register, so your home-state diesel rate matters most for the miles you run at home.
The four inputs, explained
State operating authority. 23 states run no separate authority program for intrastate general freight; the rest add a state filing, often with its own fee and insurance requirements, before you can haul inside the state. The full program-by-program table is intrastate authority by state.
Weight-distance taxes. Kentucky, New Mexico, New York, Oregon tax heavy trucks per mile on top of, or instead of, pump taxes, which adds a quarterly return and real cost for anyone based there or running lanes through them. Details and rates: weight-distance tax states.
IFTA diesel rates. Every quarter each member state posts the diesel rate that IFTA uses to settle fuel tax across state lines. The current matrix, all jurisdictions and fuels, lives at IFTA rates by state.
Oversize permit fees. A minor factor for dry-van startups and a real one for heavy haul: the single-trip base fee each state charges when a load exceeds legal size. The full fee and legal-limit table is oversize permit costs by state.

Which states levy a weight-distance tax?
- 4 states do: Kentucky, New Mexico, New York, Oregon. The other 46 tax heavy trucks through fuel tax and registration instead of a per-mile levy, which is why the four stand out in the score.
Which states skip state operating authority for general freight?
- 23 of the 50 states run no separate intrastate operating-authority program for general-freight carriers, so a new carrier there deals mostly with federal registration. The intrastate authority by state table lists every state program, agency, and fee.
Why do Alaska and Hawaii score the way they do?
- Alaska and Hawaii belong to neither IFTA nor the mainland freight network's daily flow, so the fuel-tax factor does not apply and their scores reweight over the remaining inputs. Low red tape on paper does not offset geography; treat their placement with that caveat.
Should I form my company in the top-ranked state?
- Not because of this list alone. Your operating base is usually where you live, garage trucks, and keep records, and moving on paper without moving in fact creates more problems than it solves. Use the ranking to understand what your home state costs you, or to compare real relocation candidates, then confirm specifics with the agencies before acting.
