Who needs a California IFTA license
Two tests decide it. Your vehicle must be a qualified motor vehicle under the axle and weight definition in the sourced field, and it must run in California plus at least one other member jurisdiction. To base the license in California you need vehicles registered here, an established physical place of business rather than a mail drop, and operational control and records kept in the state. Stay inside California and you do not need the license at all.
Getting licensed and decaled
You apply through the CDTFA online services portal. The application asks for vehicle details plus your taxpayer, driver license, and DOT identifiers. The annual license fee and the per-set decal price both sit in the sourced fee fields, and every qualified vehicle in the fleet carries its own decal set. Budget the paperwork time, not the fees; this is the cheapest credential in the California stack.
Filing and renewal
Returns are quarterly, due on the last day of the month after each quarter closes, and you file even for quarters with no interstate travel. Renewal opens in December each year, and a grace period lets prior-year decals ride into the new year through the end of February. The per-jurisdiction tax rates change quarterly and live in our national rate table, sourced from the IFTA clearinghouse, never typed into prose.
The Mexico border alternative
Carriers whose interstate travel runs only between California and Mexico have a narrower option: the Interstate User Diesel Fuel Tax License in place of IFTA. It fits border drayage operations that never touch another member jurisdiction. The sourced field records the program; ask the CDTFA which license fits before decaling the fleet.
