The Indiana intrastate rule

Federal USDOT registration depends on the vehicle and operation. The rows below show what Indiana requires for carriers operating inside the state. USDOT for intrastate carriers: Yes
Weight trigger: Indiana sets no weight floor. The Department of Revenue's own checklist routes an intrastate for-hire carrier whose vehicles rate under 10,000 pounds to the same Form IOA-1 for an Indiana ID Number rather than a USDOT number, so the smallest intrastate operator still files. Form IOA-1 asks the applicant to check every gross vehicle weight rating band from under 10,000 pounds up through 26,001 pounds and over.

Indiana does not treat the USDOT number as a federal-only credential. State Form IOA-1, Intrastate Operating Authority, is the route by which an Indiana intrastate carrier obtains or renews a USDOT number, and IC 8-2.1-24-21 requires a motor carrier to display a United States Department of Transportation number, or any other identification the department requires, on or in each motor vehicle it operates. Only the smallest intrastate for-hire property carriers, whose vehicles rate under 10,000 pounds, take an Indiana ID Number in its place.

Display rule: IC 8-2.1-24-21 requires a motor carrier to display a United States Department of Transportation number, or any other identification the department requires, on or in each motor vehicle it operates. IC 8-2.1-22-42 adds a parallel duty for an intrastate carrier regulated under the passenger and household goods chapter, requiring identification displayed in the method prescribed by the department's rules on each motor vehicle it operates, and makes a violation a Class C misdemeanor.

The Indiana ID Number is the alternative to a USDOT number, not a credential layered on top of one. It goes to an intrastate for-hire carrier hauling someone else's property whose vehicles have a gross vehicle weight rating or combined gross vehicle weight rating of less than 10,000 pounds, on the same Form IOA-1 every other intrastate carrier uses. Because Form IOA-1 is itself how an Indiana intrastate carrier gets a USDOT number, no existing federal number is a precondition of the filing.
