The South Carolina intrastate rule
Federal USDOT registration depends on the vehicle and operation. The rows below show what South Carolina requires for carriers operating inside the state. Our state DOT number requirements table holds the same answer for every state. A field reading "Not confirmed" means this guide has no verified figure for that field.
South Carolina applies the federal commercial motor vehicle definition to purely in-state operation, which puts its intrastate USDOT trigger about 16,000 pounds below the 26,001 pound line most states use. The State Transport Police FAQ answers the question directly: all carriers or operators of commercial motor vehicles that operate solely in South Carolina need an intrastate USDOT number, and a commercial motor vehicle is one used on a highway in commerce as defined in 49 CFR 390.5 when it has a gross vehicle weight rating or gross combination weight rating, or gross vehicle weight or gross combination weight, of 10,001 pounds or more, whichever is greater; or is designed or used to transport more than 8 passengers including the driver for compensation; or is designed or used to transport more than 15 passengers including the driver and is not used to transport passengers for compensation; or is used in transporting placardable hazardous materials. The FAQ names private and for-hire companies, farmers, construction companies, plumbers, landscapers, and church buses as examples, and excludes recreational and personal use vehicles. Read the date: the FAQ sets an October 1, 2011 application deadline and compliance reviews starting October 1, 2012, so the publication is roughly 2010 vintage. Its answer 16 explains why the figure survives anyway, saying the law was adopted by South Carolina when the Federal Motor Carrier Safety Regulations were adopted and that only the technology to issue intrastate numbers was new. That adoption is S.C. Code Ann. Regs. 38-424, which is current.
A pickup truck under 10,001 pounds that only crosses the line when it tows may use removable devices such as magnetic signs, placed on the truck while it is towing. The FAQ bars removable devices for towing and platform bed wrecker road service vehicles. One number covers the company and every qualifying vehicle in it, not one per truck, and the intrastate number is not valid outside South Carolina: a carrier that needs to run in commerce beyond the state line updates its MCS-150 to interstate instead of getting a second number.
No separate South Carolina carrier number
South Carolina issues no general state carrier number to freight carriers. The number some trucks here do display is a PSC I.D. number, printed as SCPSC followed by the number, and S.C. Code Ann. Regs. 103-153 requires it only of carriers the Public Service Commission regulates, which since 2022 means passenger, household goods, and hazardous waste for disposal carriers. A general freight carrier gets a Certificate of Compliance from SCDMV, which is a certificate rather than a displayed number, and marks its vehicle under S.C. Code Ann. 56-5-4150(B) with the registered owner's or lessor's name legible at fifty feet. Because there is no state carrier number, there is no state credential for a USDOT number to be a prerequisite to, which is why usdot_prerequisite is blank rather than false. SCDMV Form COC neither asks for a USDOT number nor conditions issuance on one.

The FAQ was written when FMCSA registration ran through the legacy safersys.org address, so the channel is recorded from what the FAQ says and the link points at FMCSA's current registration entry point. Online filing takes about an hour to produce the number; a mailed or faxed application takes about two weeks. The number issued at the end of the online application is the number assigned and does not change during FMCSA's verification period, and the carrier receives either a notification letter or a computer generated response confirming it.

The same number carries your safety history. Every roadside inspection written against it feeds the CSA percentiles a broker's vetting platform reads after it checks your authority and insurance, and a violation recorded in error is corrected through DataQs, not by the state agency that issued the credential above.
The state registration triggers behind it

- Weight trigger
- There is no weight threshold on the Certificate of Compliance. SCDMV issues one to any intrastate for-hire motor carrier that is not a passenger, household goods, or hazardous waste for disposal carrier, whatever the truck weighs. The 10,000-pound figure that appears in the COC packet is an insurance tier boundary, not an entry trigger: it separates the $750,000 liability minimum from the $300,000 minimum.
- Hazmat
- No separate hazardous materials authority exists, but hazmat raises the money. A Certificate of Compliance holder carrying hazardous material files liability at $5,000,000 per incident for the high-risk classes in 49 CFR 171.8, 173.403, and related sections, and $1,000,000 per incident for oil, hazardous waste, and other hazardous materials listed in 49 CFR 172.101.
