Carriers operating commercial vehicles in interstate commerce may qualify for apportioned registration under the International Registration Plan. In Texas the whole process is online: open TxFLEET, choose the option to apply for a motor carrier account, and follow the prompts through the application. TxDMV requires all new accounts to start there rather than on paper.
How fees work and what the cab card does
Apportioned fees follow distance: registration is priced on the percentage of distance the vehicle or fleet runs in each jurisdiction, so your total depends on where the trucks actually operate rather than a flat state fee.
