The Wisconsin trigger sits at 10,001 pounds, not at the 26,001 pound line several other states use. The Wisconsin State Patrol Motor Carrier Investigation Unit states that a USDOT number is required for a vehicle with a gross vehicle weight rating or gross combination weight rating, or a gross vehicle weight or gross combination weight, of 10,001 pounds or more, whichever is greater; or designed or used to transport more than 8 passengers including the driver for compensation; or designed or used to transport more than 15 passengers including the driver and not for compensation; or used to transport material found by the Secretary of Transportation to be hazardous under 49 USC 5103 and carried in a quantity requiring placarding. WisDOT's own motor carrier start-up guidance states the same line more bluntly for new carriers: operating at over 10,000 pounds means a USDOT number.

Wisconsin requires the federal number of intrastate carriers, and it enforces the requirement at the registration counter. The State Patrol states that most commercial motor vehicles in Wisconsin require a USDOT number and that it must be provided at the time of registration, and that a vehicle registration application will not be processed until a valid number is produced for verification. That makes the USDOT number a gating credential in Wisconsin rather than a filing a small carrier can leave for later.

The marking displays the legal name or a single trade name, and the motor carrier identification number issued by FMCSA preceded by the letters USDOT. It appears on both sides of the self-propelled commercial motor vehicle, in letters that contrast sharply with the background they sit on, and is readily legible during daylight hours from 50 feet while the vehicle is stationary. Wisconsin adopts the federal marking rule rather than writing one of its own, so there is no second state number to paint beside it.

Wisconsin layers its own number on top of the federal one for for-hire intrastate work. When authority is granted the carrier receives a certificate showing the intrastate authority number, prefixed LC for property and PC for passengers. Form MV2843 makes the federal number a prerequisite for the state credential at anything over 10,000 pounds, and requires the legal name on the USDOT number to match the name on the LC application, the Wisconsin Department of Financial Institutions filing or Wisconsin driver licence, and the Form E insurance on file. The Wisconsin Motor Carrier Authority Application is mailed with a cheque payable to Registration Fee Trust to the Wisconsin Motor Carrier Unit, PO Box 7955, Madison WI 53707, and liability insurance has to be on file with the Motor Carrier Service Unit before the form goes in. The state registration triggers behind it

Wisconsin sets no gross weight threshold for intrastate operating authority itself. Chapter 194 keys the requirement to carrying property or passengers for hire, not to vehicle weight. Weight enters in three other places: Form MV2843 requires a USDOT number for a carrier operating at over 10,000 pounds, the liability minimum drops to $300,000 at 10,000 pounds gross weight or less, and s. 194.05(4) takes the whole chapter off a farm truck or dual purpose farm truck combined with a semitrailer or farm trailer, and off any vehicle combined with a horse trailer, when the combination's gross combination weight rating, registered weight, and actual gross weight all stay at or under 26,000 pounds in intrastate commerce.

Hazardous materials carriage has no separate Wisconsin authority; it changes the insurance instead. A vehicle of 10,000 pounds or less transporting hazardous materials listed in 49 CFR 172.101 loses the reduced $300,000 minimum and takes the federal minimum under s. 194.41(6)(b)1. Every intrastate carrier, for hire or private, at a gross vehicle weight rating of 10,000 pounds or more that hauls the hazardous materials or substances described in sections 29 and 30 of the Motor Carrier Act of 1980 must also file proof of insurance with FMCSA on Form MCS-90.
