The Oregon intrastate rule
Federal USDOT registration depends on the vehicle and operation. The rows below show what Oregon requires for carriers operating inside the state. Our state DOT number requirements table holds the same answer for every state. A field reading "Not confirmed" means this guide has no verified figure for that field.
Carriers operating vehicles with a gross vehicle weight of 10,000 pounds or more are required to have a USDOT number, and there is one USDOT number per carrier regardless of fleet size.
The requirement appears in ODOT's Motor Carrier Registration and Tax Manual as a general carrier requirement alongside Oregon authority requirements, not limited to interstate operations; ODOT's requirements page likewise states that vehicles over 10,000 pounds need a U.S. DOT number.
The Oregon CCD account number
The federal number is not the whole story in Oregon: the state issues its own carrier credential, and the two are tied together during the state application covered on the Oregon intrastate authority page.
Every Oregon carrier operates under a CCD motor carrier account; intrastate for-hire property carriers also hold the Class 1A Permit issued against that account. The application forms do not state that a USDOT number must be issued before the account is opened, so no prerequisite is asserted.
Where an Oregon carrier enrolls

A motor carrier account is opened with the Application for Motor Carrier Account (form 735-9075), filed with a CCD office along with the Class 1A Permit application (form 735-9745) for intrastate for-hire authority; accounts and credentials are then maintained through CCD and Oregon Trucking Online.
FMCSA issues the number; Oregon's Commerce and Compliance Division administers the state credentials that sit alongside it.

The state registration triggers behind it

- Weight trigger
- The Class 1A Permit (intrastate for-hire authority) is required for intrastate for-hire operations regardless of vehicle weight; the manual states CCD grants the intrastate for-hire allowance and the Class 1A Permit must be on file before intrastate for-hire operations begin. Separate weight thresholds govern registration (26,001 lb) and weight-mile tax (over 26,000 lb), not the authority itself.
